The Portland Water Bureau offers financial assistance in the form of payment arrangements, bill discounts for sewer and water charges, crisis vouchers, fixture repair services, and the Utility Safety Net program.

New program changes effective July 1, 2018. We have expanded the reach of the bill discount program by using both local and state measures of the Median Family Income (MFI), as well as increased assistance for families with lower MFIs.

New program changes effective July 1, 2018. Eligible households experiencing a financial crisis may receive a voucher for up to $500 in assistance once every 12 months.
