Portland Water Bureau is committed to keeping our neighbors informed and involved throughout the project. Portland has been operating facilities in this area for more than 100 years and provides water to local water utilities throughout Multnomah County.

The filtration plant site is already owned by Portland Water Bureau and can accommodate a buffer between the facility and its neighbors. New pipelines will connect the filtration plant to existing water pipes. Portland Water Bureau is currently identifying the best alignment for the pipes.

Good Neighbor Process
Portland Water Bureau will be working with neighbors and others on a Good Neighbor Agreement that will ensure that neighbors’ concerns are considered through the life of design and construction–and beyond into ongoing operations. Some examples of how the plan will help guide the Bull Run Projects include:

  • Design: The plan will be used by the engineering team during design to ensure the filtration plant is well adapted to its rural setting.
  • Construction: The contractor will follow the guidelines outlined in the plan during construction to minimize impacts over the construction period.
  • Ongoing Operations: The filtration plant staff will follow the actions detailed in the plan to be a good neighbor once construction is completed.
  • Communications: Portland Water Bureau staff will keep neighbors informed and involved before, during, and after construction as detailed in the plan.
