Project Overview

The Portland Water Bureau is replacing 4,001 feet (over a half-mile) of water mains (pipes) with more earthquake-resistant pipe in the Cully neighborhood. The project also includes:

  • Installing five fire hydrants

  • Renewing 91 water service connections to nearby homes or businesses.

Water main installation involves cutting the road surface the length and width of the pipe trench, excavating the trench, replacing old pipe or installing new pipe, filling the trench, and restoring the road surface.

Why

The pipe in the area is in poor condition. Since 2010, there have been more than ten breaks and leaks in the area.

Where

  • NE 48th Avenue from Roselawn Street to Killingsworth Street
  • NE 49th Avenue from Alberta Street to Killingsworth Street
  • NE Sumner Street from 57th Avenue to 60th Avenue
  • NE Roselawn Street from 62nd Avenue to Cully Boulevard

When

Construction begins in August 2019 and is expected to be completed by the end of 2019.
Work Hours: Monday-Friday between 7 a.m. and 6 p.m.

What's happening now?

Traffic Impacts on NE Killingsworth Street and NE Alberta Street

  • Keep an eye out for occasional lane closures in Alberta and Killingsworth while crews install pipes and make connections to the water system. 
  • The bus stop at NE 49th Avenue and Killingsworth Street is affected, and others may be as well. Check Trimet.org for service alerts.
  • Please allow extra time when traveling through this area. Follow all signs and flagger directions to ensure everyone's safety.

NE 49th Avenue

  • In the coming weeks, crews will connect the new pipe to the City's water system and your water meter. This will require brief water service disruptions. We don't know the exact timing of this yet but will provide notice by doorhanger at least 24 hours ahead of time.

NE Sumner Street between 57th Avenue to 60th Avenue

  • Once crews have installed the new pipe, they will test and sanitize it.
  • In the coming weeks, crews will connect the new pipe to the City's water system and your water meter. This will require brief water service disruptions. We don't know the exact timing of this yet but will provide notice by doorhanger at least 24 hours ahead of time.

NE Roselawn Street from 62nd Avenue to Cully Boulevard

  • Crews have begun initial work cutting pavement and marking right-of-way boundaries, utility lines, and other landmarks with paint or colored flags. 
  • As we begin installing new pipe, the street will remain closed to all but local traffic and you may have to park on a side street during construction hours.
  • We will try to keep driveways accessible, and you may have to ask our crews to move equipment in order to get in and out.
  • Allow extra time to get in and out of your driveway.
  • You may experience noise, dust, and traffic delays.
  • Mail, garbage, and delivery services will have access.

Future work

NE 48th Avenue

  • Now that the new pipe is connected and online, the last step of the project is paving. We need dry weather and temperatures above 40 degrees to pave. We will do so as soon as possible. Note: We will provide a temporary drivable surface in the meantime.

NE 49th Avenue

  • Once the new pipe is connected and online, the next step is to pave. We need dry weather and temperatures above 40 degrees to do so. We will repave as soon as possible. Note: We will provide a temporary drivable surface in the meantime.

NE Sumner Street from 57th Avenue to 60th Avenue

  • You will notice a pause in work over the next couple of weeks while crews connect new pipes to houses and the rest of the water system.

NE Roselawn Street from 62nd Avenue to Cully Boulevard

  • After installing new pipes, crews will test and sanitize them.
