The base charge covers the cost of reading and inspecting meters, servicing customer accounts, and billing.
It is based on a cost per day, reflecting the number of days in the service period.
All properties, including those that are vacant, are billed daily service charges. Even if no water is used at the property, the Water Bureau still maintains the service and will continue billing the Water Base charge. To stop all water charges, the water service (the water meter and service line to the water main in the street) must be permanently decommissioned. Permanent removal of a water service may decrease the value of your property, as it would be necessary to pay additional system development charges to add a new service in the future.
