Portland is building a new filtration facility to remove the microorganism Cryptosporidium and other potential contaminants, and to help inform this seven-year project, the Bull Run Filtration Site Advisory Group meets monthly to discuss details and opportunities for the Bull Run Filtration Project. 

The group will help project staff develop a Good Neighbor Agreement by providing an independent community perspective on the facility design, construction, and ongoing operation. Group members include adjacent property owners to future filtration facility site in rural Multnomah County, farm operators, local school representatives, area water utilities, the environmental community, and others.

Six potential sites for the filtration plant were evaluated in 2017-18:

  • City-owned property adjacent to Carpenter Lane
  • Lusted Hill (with expansion)
  • Headworks
  • Larson’s Ranch
  • Powell Butte
  • Roslyn Lake

Carpenter Lane was selected for the new filtration plant site because it was the only property that met all facility siting criteria, including maximizing gravity flow, being close to existing and future pipelines, site size, site slopes, and geologic conditions, being already owned by the City of Portland, and ability to meet the compliance schedule. The Portland Water Bureau purchased the Carpenter Lane site in the 1970s to use for future water system facilities. 3. Advisory Groups and Good Neighbor Examples

At the Oct. 3 meeting, the Bull Run Filtration project Site Advisory Group requested examples of community advisory groups and Good Neighbor Agreements. A few examples are below, noting the process and outcomes will be much more robust with the larger project scope for the filtration facility.

4. November Willamette River Water Treatment Plant 

The Portland Water Bureau is hosting two opportunities to tour the City of Wilsonville’s Willamette River Water Treatment Plant with Site Advisory Group members. Attendees will see the equipment and processes at work at a drinking water filtration facility. Join us on a tour:

5. Join the Site Advisory Group

The current Bull Run Filtration Site Advisory Group members include adjacent property owners of the future filtration facility site as well as local representatives from Surface Nursery, Sandy River Watershed Council, Johnson Creek Watershed Council, East Multnomah County Soil and Water Conservation District, City of Sandy, and a recent graduate of the Oregon Trail Academy. Now is your opportunity to request a seat at the table. 

Membership requires a commitment to participate in monthly work sessions. Regular meetings are currently scheduled through October 2020 to take place 6-8 p.m., the second Thursday of each month (excluding November and December 2019 and June 2020). Anyone interested in joining should submit their contact information and brief a description of interest by Nov. 30, 2019 at  www.surveymonkey.com/r/AdvisoryMember. The current Site Advisory Group members will review and make a decision on additional members for at-large positions in December 2019.

Can't commit? You don't need to be a member to provide valuable input on Advisory group topics. Site Advisory Group meetings are open to the public and include opportunities for public input. Meetings are also recorded and videos will be available online with additional opportunities to give feedback or ask questions.
