The City has posted an RFP (Request for Proposals) to hire a Facilitator to facilitate the establishment and development of the Portland Committee on Community-Engaged Policing (PCCEP), a committee of community members charged with assessing the City of Portland’s implementation of a Settlement Agreement with the Department of Justice (DOJ). This RFP replaces the RFP for an Organizational Development Consultant. The original RFP was cancelled and redrafted utilizing community feedback in order to solicit a larger application pool by reducing barriers to small businesses. The new proposal seeks a qualified person or people with demonstrated experience in group development and facilitation, transformational conflict resolution, providing community groups with the skills needed to navigate challenging and controversial subject matter, and experience working with the mental health community to facilitate the establishment and development of the PCCEP. The role of the Facilitator will be to a) support the City in establishing the PCCEP and b) support the PCCEP so that is can: solidify as a group, determine its approach to the work, and create policies and procedures that support its long-term success. The successful Proposer will have familiarity with the history of community oversight of the Settlement Agreement in Portland, an understanding of Portland’s communities and their histories with the police and with trauma, and have a passion for helping diverse groups of people discuss challenging subject manager in the service of positive change.
The Portland Committee on Community-Engaged Policing (PCCEP) was developed as part of amendments made to the Settlement Agreement between the United States and the City of Portland, and seeks to continue and improve upon the work of the Community Oversight and Advisory Board (COAB), which was initially established through the Settlement Agreement. PCCEP will consist of Portland community members who will assess the City of Portland's implementation of the Settlement Agreement, and work with the Mayor/Police Commissioner, the Portland Police Bureau (PPB), and the Portland community to achieve the desired outcomes of equitable policing and meaningful engagement and trust in the PPB. The agreement calls for reforms to PPB policies and training, particularly as they relate to interactions with people who have or are perceived to be in mental health crisis. The Consultant will, among other things, support the PCCEP by helping the City to establish an equitable process for recruiting and appointing PCCEP members, create a robust onboarding and training process for PCCEP members, and support the PCCEP in setting a direction and vision for their work, as well as support them in creating a Work Plan with a focus on community outreach, equity and inclusion.
The City encourages Disadvantaged Business Enterprises, Minority Owned Business Enterprises, Women Owned Business Enterprises, and Emerging Small Businesses (D/M/W/ESBs) to apply in order to promote their economic growth and to provide additional competition for City contracts.
