Proposed Design

The proposed design does not provide a drinking fountain in the community room on the East Block, Level 2 floor. See Exhibits for a Level 2 Floor plan noting the location of the Community Room.

Reason for alternative

The proposed design has a micro kitchen as part of the community room. Water for drinking would be available from the sink faucet. Cups would be available for use. Equivalent accommodation is provided in the proposed design.

Proposed Design

The design of the East Block and West Block buildings uses 3x double tongue and groove decking spanning across the corridors and is supported at each end in lieu of an approved fire-resistance rated horizontal assembly. The decking has plywood and a cementitious topping above it.
The proposed decking is over-designed such that it can burn for the specified amount of time and still provide adequate structural support to allow building occupants time to exit the building

Reason for alternative

By having the 3x decking provide the rated assembly, the space below this can be utilized for building utilities such as sprinklers, conduit, etc. as well as lighting that will not be required to penetrate a rated membrane ceiling assembly.
This method of construction also improves the construction schedule and sequence by allowing the contractor to begin installing building utilities in the corridors before gypsum wallboard installation begins. This allows better sequencing of trades, and alleviates the need for a moisture resistant gypsum board to be installed in these areas since the building enclosure will not be completed when this work is required and standard Type X gypsum board cannot be installed then and maintain the manufacturer’s warranty.
See Exhibits for structural calculations show that even after the specified amount of time during a fire, the wood decking can support the code required loading and the use of the corridor as an egress would not be compromised.

Appeal Decision

1. Omission of drinking fountain at community room: Granted as proposed.

2. Alternate method for determining fire resistance rating of corridor floor/ceiling assembly: Granted as proposed.

The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
