Per table N1101.1(1), prescriptive path shows that new windows to have U value of 0.30

Code Modification or Alternate Requested
Proposed Design

We are proposing to reuse (2) existing windows and relocate in new locations per requirement from Historical Resource Review, as our project is in a historic district. See LU 18-267806 HRM.
The first window we are relocating is a double hung, single pane original window to the house (window #5 on drawing 3/A101 and 4/A202, and window schedule). We are removing the existing back porch that it is located and rebuilding that portion of the house. The new window will be installed in a new 2x6 wood framed wall. Required insulation in this wall is R-21 per table N1101.1(1), but we will increase the insulation R value in this wall to R-33 (note 19 on sheet A101) by utilizing air impermeable spray foam insulation.
The second window is 1 panel of a larger 4 panel single pane original window (window # 8 on drawing 5/A101 and 2/A202 and in window schedule). 3 out of 4 of the horizontal window panels will be removed due to the new addition. The 4th panel will be salvaged, rebuilt as one window, and reinstalled in same location at is currently sits. The existing wall that this window sits in is currently non-insulated, we propose to have the interior drywall removed, and air impermeable spray foam insulation to be added at both sides of the window to create an R value of 21 (note 14 sheet A101)

Reason for alternative

As part of our Historic Resource Review, we proposed retrofitting a portion of our existing original windows with insulated glass. Unfortunately, that part of our proposal was rejected, and we are unable to retrofit any original windows, see administrative decision item C. Currently all of the exterior walls of the house are noninsulated and all windows are original with single pane glazing.
In line with section 1101.2.2 Historic Buildings, we are proposing to increase the energy efficiency of adjacent walls to offset the existing single pane windows that are being requested to be reused by Historic Resource Review. The new 2x6 wall adjacent to window #5 is required by N1101.1(1) to have a R value of 21. At this location we are increasing the R value to 33 for the length of the wall on both the 1st and 2nd floor. The existing 2x4 wall at window #8, once opened, is required to be insulated to a R value of 15 per table N1101.2, we are proposing in install insulation to an R value of 21 for the length of the 2nd floor wall that window #8 sits as a way to offset the single pane original window.

Appeal Decision

Re-use of 2 single pane windows in new addition: Granted as proposed.

The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
