Per the life safety reviewer request we are providing confirmation the addition of spray foam insulation to Roof/ceiling assembly Design No L569 will not reduce the fire-resistance-rating time period

Proposed Design
  • The proposed design is a 1-hour roof/ceiling framing assembly based on Design No L569 (See exhibit A). The assembly is composed of 15/32” plywood sheathing fastened to 2 x 12 wood joists or 11 7/8” I-joists. 5 ½” of closed-cell spray foam insulation will be applied directly to the underside of the roof sheathing to create an impermeable vapor barrier. The closed cell SPF insulation will comply with the 2012 IBC, IRC, and IECC per the ESR-2072 report (See exhibit B). The remainder of the cavity will be filled with minimum R-21 unfaced batt insulation. The ceiling assembly will have an interior finish of (2) layers of 5/8” type C gypsum wallboard over resilient furring channels.
  • Per OSSC 2022 1202.3, the roof is unvented and is proposing to meet the following conditions.

1. The unvented attic space is completely within the building thermal envelope.

  1. No interior class I vapor retarders are installed on the ceiling side (attic floor) of the unvented attic assembly or on the ceiling side of the unvented enclosed roof framing assembly.
  2. (Not applicable)
  3. Any air-impermeable insulation shall be a class II vapor retarder or shall have a class II vapor retarder coating or covering in direct contact with the underside of the insulation.
  4. Insulation shall comply with 5.1

5.1.2. Where air-permeable insulation is provided inside the building thermal envelop, it shall be installed in accordance with Item 5.1.1 (Where only air-impermeable insulation is provided, it shall be applied in direct contact with the underside of the structural roof sheathing). In addition to the air-permeable insulation installed directly below the structural sheathing, rigid board or sheet insulation shall be installed directly above the structural roof sheathing in accordance with the R-values in table 1202.3 for condensation control.
5.1.3. Where both air-impermeable and air-permeable insulation are provided, the air-impermeable insulation shall be applied in direct contact with the underside of the structural roof sheathing in accordance with item 5.1.1 and shall be in accordance with the R-values in Table 1202.3 for condensation control. The air-permeable shall be installed directly under the air-permeable insulation.
This design creates an unvented enclosed joist cavity. This unvented assembly was approved in appeal 18456 (See exhibit C).
Appeal #18777 item #2 was based on appeal #18456 and approved without needing an appeal to address the fire rating (See exhibit D). We propose the identical assembly to address the fire rating being requested by the life safety reviewer. In the appeal they reference the ICC-ES Evaluation Report ESR- 1826 section 3.4 (See exhibit E). As noted in appeal 18777, the addition of spray foam insulation will comply with the 1-HR rated tested horizontal assembly identified in section 4.5.1.3 Assembly 3 (See exhibit E).

Reason for alternative

The proposed unvented 1-HR rated roof assembly is provided in response to a life safety reviewer changemark request. Based on the fire-resistance-rating assembly identified in ICC-ES Evaluation Report ESR-1826, evidence is provided showing that the fire-resistance-rating time period is not reduced with the addition of spray foam insulation to the assembly

Appeal Decision

Alternate one hour roof ceiling assembly: Denied. Proposal does not provide equivalent fire and life safety. Appellant may contact Steve Mortensen (503-823-7272) with questions.
