Requires

“FIRE APPARATUS ACCESS ROAD DISTANCE FROM BUILDINGS AND TURNAROUNDS: Access roads shall be within 150 feet of all portions of the facility and all portions of the exterior walls of the first story of the building as measured by an approved route around the exterior of the building or facility. When the building is equipped throughout with an approved automatic sprinkler system, access roads shall be within 250 feet of all portions of the facility and all portions of the exterior walls of the first story of the building as measured by an approved route around the exterior of the building or facility. (OFC 503.1.1)”

Code Modification or Alternate Requested

The proposal meets the 150' limit for each a route on the south side of the existing 4 plex and building and the south side of the existing 4 plex. However, the north route will cross the proposed north lot, while the existing 4 plex is located on the south lot. Appeal to allow the route as shown in the Proposed Fire Acccess Distance Plan dated 7.31.24, with the condition that an emergency access easement be provided over the proposed north lot, as shown on the Plan.

Proposed Design

The existing building was permitted as Type V Construction. The building is not sprinklered. Parts of the front façade are brick. See attached Permit 444931, 1968, for reference. The roof is composite shingles.

Access along the south route of the building is shown in blue, and equals 150’. Access along the north route of the building, and taking into account the proposed new property line, equals 148’. However, the north route will traverse part of the proposed vacant lot. Therefore, an emergency access easement over portions of the vacant lot, as shown in yellow, is proposed. See Proposed Fire Access Plan dated 7.31.24.

Most of the proposed emergency access easement is over area already encumbered by required pedestrian connections and tree protection zone. No fences in the tree protection zone shown on the Proposed Fire Access Plan will be allowed.

Reason for alternative

The proposal meets the 150' access limitation, but traverses parts of the vacant lot. An emergency access easement as shown on the Porposed Fire Access Plan would guarantee emergency access to the existing 4 plex along the north route.

Appeal Decision

The Administrative staff has reviewed your appeal regarding Fire Service Access and the appeal is approved with the following conditions:

- The Emergency Access Easement is in place and is included in the records for all the affected properties before work is to commence

- A maintenance agreement, regarding the Emergency Access easement between all affected properties is in place.
