Code Section

2014 OSSC §703.3 Alternative Methods for Determining Fire Resistance

Requires

703.3 Alternative methods for determining fire resistance. The application of any of the alternative methods listed in this section shall be based on the fire exposure and acceptance criteria specified in ASTM E 119 or UL 263. The required fire resistance of a building element, component or assembly shall be permitted to be established by any of the following methods or procedures:

  1. Fire-resistance designs documented in sources.
  2. Prescriptive designs of fire-resistance-rated building elements, components or assemblies as prescribed in Section 721.
  3. Calculations in accordance with Section 722.
  4. Engineering analysis based on a comparison of building element, component or assemblies designs having fire-resistance ratings as determined by the test procedures set forth in ASTM E 119 or UL 263.
  5. Alternative protection methods as allowed by Section 104.11.
Code Modification or Alternate Requested

Allow applied intumescent coating as approved fire protection for existing steel connections based on engineering analysis.

Proposed Design

The proposed design is for protection of an existing Steel Connection supporting the Heavy timber arched column at the ground level and at the top of member connection. 1-hour fire-resistance rating will be achieved by the application of intumescent coating at the base steel connection and at the top of member connection. Intumescent thicknesses are based on ESR-5314 as detailed in the attached engineering judgement analysis.

Reason for alternative

Due to the unique conditions, fire protection for the original existing composite steel connection brackets is not supported by listed/tested ASTM E119 assemblies and therefore require engineering evaluation to meet the protection standards per Chapter 7 of OSSC. An engineering analysis stamped by Franklin Callfas, an Oregon registered FPE is attached to support this alternate.

Appeal Decision

Allow applied intumescent coating as approved fire protection for existing steel connections based on engineering analysis: Hold for additional information.

PLEASE READ THE NOTE BELOW when providing Board requested Additional Information or when submitting a reconsideration after 1st time appeal Denial.

A reconsideration is submitted online following the same submittal process and using the same appeals form as the original appeal. Indicate at the beginning of the appeal form that you are filing a reconsideration and include the original assigned Appeal ID number. The reconsideration will receive a new appeal number.

Include the original attachments and appeal language. Provide new text with only that information that is specific to the reconsideration in a separate paragraph(s) clearly identified as ""Reconsideration Text"" with any new attachments also referenced. Once submitted, the appeal cannot be revised.

No additional fee is required when the Board has requested additional information or for the first reconsideration of a denied appeal if submitted within 6 months of the original appeal. In these two specific instances please ignore the auto-generated request for another fee.

PLEASE NOTE that there will be no auto-generated verification that the appeal is successfully submitted. To verify this by viewing the submitted appeal, go to;
