Requires

703.3 Methods for Determining Fire Resistance.
The application of any of the methods listed in this section shall be based on the exposure and acceptance criteria specified in ASTM E119 or UL 263. The required resistance of a building element, component or assembly shall be permitted to be established by any of the following methods or procedures:

  1. Engineering analysis based on a comparison of building element, component or assemblies designs having resistance ratings as determined by the test procedures set forth in ASTM E119 or UL 263.
Code Modification or Alternate Requested

Allowance for field applied intumescent coating protection of steel beams supporting the pedestrian bridges to be approved for 1-hour rating based on comparison to ESR-5314.

Proposed Design

49.42 mils of Contego HS High Solids intumescent coating will be applied to two conditions at the pedestrian bridges. IFRM will be applied to W14x68 steel beams spanning the bridge and to the HSS beam assemblies carrying the bridge load.
The protection is designed for a 1-hour rating based on ESR-5314.

Reason for alternative

This appeal expands on Appeal 23928, Item 3, regarding the compliance of the building’s pedestrian walkways with OSSC Section 3104.3 using intumescent coating to achieve the required 1-hour fire protection (the attachment from Item 3 of Appeal 23928 is included for reference). To document the fire protection 1-hour equivalency, Franklin Callfas, Oregon registered FPE, has prepared the attached engineering judgment analysis.

Appeal Decision

1-hour fire rated beam assemblies based on engineering analysis: Granted as proposed.
