| Reason for alternative | This appeal expands on Appeal 23928, Item 3, regarding the compliance of the building’s pedestrian walkways with OSSC Section 3104.3 using intumescent coating to achieve the required 1-hour fire protection (the attachment from Item 3 of Appeal 23928 is included for reference). To document the fire protection 1-hour equivalency, Franklin Callfas, Oregon registered FPE, has prepared the attached engineering judgment analysis. |

"The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
