The intent of this appeal is to provide onsite after hours security via a dedicated camera surveillance system in conjunction with security response protocol.

Proposed Design

Security during non-working hours will be provided by a camera surveillance system, ECAM SECURE, in conjunction with regular site visits by DPI Security. Security cameras will be placed in the courtyard to ensure coverage of all buildings and fence entrances. The system will be able to detect a breach of the premise as well as performing fire watch. Security will be in place until the project is complete and the fire protection system is fully charged and operational.
The site security and fire watch protocol will be as follows:
• The construction site perimeter is secured with lockable temporary fencing.
• Temporary doors and locks will be installed at all building entry points asap.
• Thermal Sensing Security Cameras will monitor for fire & intruders during non-work hours.
• EcamSecure cameras will monitor for fire and intruders during non-work hours.
• Cameras will be monitored during the non-work hours including:
Weekdays: 16:00 – 07:00. Weekends/holidays: 24 hours a day.
• Cameras will have back-up power.
• When there is intrusion at the site, the system has the ability to respond
with lights & strobes as well as communicating with the intruder via an
audio system. In the event of a site breach, the monitoring company will
contact the local Police Department to respond. The system has the
ability to detect flames and smoke. In the event of flame or smoke
detection, the monitoring company will call the local Fire Department to
respond.
• Physical site monitoring/Fire Watch patrols will be performed by DPI Security.
• DPI Security will perform (3) patrols per night, 7 days per week.
Additionally (3) patrols will occur during the day on weekends and
holidays when no workers are on site.
• Additional response patrols will be available 24 hours a day.
• If attempted entry by unauthorized personnel is discovered, patrol
officers will call the appropriate law enforcement agency and remain on
site until they arrive.

Reason for alternative

The proposed alternative method for after hours security will provide more reliable continuous monitoring of the jobsite. The camera surveillance system will be constantly live-monitored during after hours by personnel, and will allow for the entirety of the jobsite to be kept under observation at one time which therefore reduced the potential of the occurrence and spread of fires during construction.
