OPSC 701.0, 701.1

Requires

Materials for drainage piping shall be in accordance with one of the referenced standards in Table 7-1. CIPP resin is not currently listed in the Table.

Code Modification or Alternate Requested

Propose CIPP lining of up to 40’ of interior sewer mainline. 3 Mountains Home Services will follow guidelines set out in the now rescinded City of Portland Code Guide for CIPP Interior lining.

Proposed Design

CIPP (cured in place pipe) lining via existing 4” ABS cleanout on ABS stack in room adjacent to garage. Lining will commence at the ABS to cast iron transition under slab. Tie-ins will be be skipped or reinstated. Liner will continue to curb although this appeal is only for the interior portion. Pull in place via manhole. No excavation and therefore structural damage to home will occur.

Reason for alternative

Excavation in client’s basement poses serious health risk due to suspected asbestos flooring. Additionally, excavation is a substantial financial burden due to basement begins completely finished. No excavation and therefore structural damage to home will occur.

Appeal Decision

Allow CIPP liner for building drain within the house: Granted provided the clean-out is labeled indicating a lined system and no tie-ins.

"The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
