Appeal item 1

Code Section

OFC 5704.2.7.5.6

Requires

Filling, withdrawal and vapor recovery connections for Class I, II and IIIA liquids that are made and broken shall be located outside of buildings, not more than 5 feet (1524 mm) above the finished ground level, in an approved location in close proximity to the parked delivery vehicle. Such location shall be away from sources of ignition and not less than 5 feet (1524 mm) away from building openings. Such connections shall be closed and liquid tight when not in use and shall be properly identified.

Code Modification or Alternate Requested

We are requesting to locate the diesel remote fill station INSIDE the building in the unused loading bay.

Proposed Design

Macdonald Residence uses the loading area for general storage and hasn't used it for vehicle loading in many years. We have revised the drawings to show (3) grout-filled bollards, creating a 24" clear area in the vicinity of the fill station that would prevent vehicle impact.

Reason for alternative

The building, which is an assisted living facility for folks below 60% median income, many of whom have mobility issues, currently has a battery backup for limited, critical building functions. We are adding a new elevator that is rated for mobility scooters and a backup generator to insure the elevator will serve the tenants in emergency situations. Ownership (Maybelle Center for Community) doesn't want to rely on natural gas since it frequently goes out of service in seismic events. Diesel is the best option. There is no place on the outside of the existing building where a fuel fill port could be located; the street facing facades are all storefront glazing, doorways, other utility connections that prevent us from locating a diesel fill port outside. Given that the old loading bay is now used for storage, it's an ideal spot for the fill port, close to the existing roll-up door at the back-of-sidewalk for ease of refueling. The addition of grout-filled bollards will insure that no vehicles will get close to the fill port.
