3308.3.1 Pre-fire plans for construction of 4 story or more wood frame structures. Prior to combustible construction of 4 story or more wood frame structures the fire prevention program superintendent shall schedule a pre-construction meeting with the fire code official to review the approved Pre-fire plan. The intent of the Pre-fire plan is to specify measures and practices to be incorporated to minimize the potential for the occurrence and spread of fires, and to facilitate firefighting efforts during building construction. The Pre-fire plan shall include, but not be limited to, a plan that addresses the following issues:

  1. On-site after-hours security.

Allow video surveillance monitored off-site by a contracted security company before third floor framing begins.

Proposed Design

A remotely/offsite-monitored motion detection system for the perimeter will be used to secure the site after hours. The system will also include temperature rate-of-rise sensors (and/or motion/infrared sensors) placed every 40' on each level of construction. The system will be monitored by a UL-listed Five-Diamond-certified call center, and will have 12-hour onsite battery backup (for operation during power loss).
Cameras will be used for intrusion verification by the security response team.
A mixture of motion-activated and constant-powered lights will be placed on the site perimeter and interior, and turned on during night-time hours.
The private security response team will report to the field if notified of an event, and the fire department will be notified if heat sensors detect fire. Private security will also patrol twice per night, and will be dispatched to the site if cameras reveal unauthorized personnel onsite, or if multiple sensors show events in rapid succession.

Reason for alternative

The alternate will provide a higher level of monitoring/safety/security than on-site foot patrol for less cost.
