2022 Oregon Fire Code 905.3.7 Landscaped Roofs – Buildings or structures that have landscaped roofs and that are equipped with a standpipe system shall have the standpipe system extended to the roof level on which the
landscaped roof is located.

Code Modification or Alternate Requested

This appeal is to provide a single standpipe on the roof of the interlocking stair core. With the primary L3 terrace served by a standpipe at the top of the L3 stair. The roof over the L4 Mezanine would be served by the L4 rooftop
standpipe.

Proposed Design

The building is a Type VA 4 story multi-family, fully sprinklered building organized around a central, exterior courtyard with egress balconies serving each dwelling unit on the four floors. The exit stairway is an interlocking
stair serving the 4 floors with 2 hour rated separation between the stairs.

The proposed design meets the requirements of the code except the proposed standpipe connection at the roof is above the L3 terrace and below the L4 Mezzanine roof. Because of the step-like configuration of the building and
the discontinuous nature of the roofs it is questionable whether the fire department would necessitate a standpipe hose connection on each of the steped roofs regardless of small landscaped areas planned for the project. With the standpipe located at the middle step, the roof areas of all the stepped planes become easily accessible with stairs and or use of the standpipe at the stair landings of L3.

Reason for alternative

Communication with the Fire Plan Reviewer has questioned the usefullness of a standpipe connection at each roof terrace. Code requires a standpipe at the roof and landscaped roofs but the stepped nature of the buildings configuration would then necessitate all three roof planes to have standpipes. The overabundance of standpipes has been discussed as unnecessary with the Fire Plan Reviewer. We are looking to locate a single centrally located stand pipe at the roof of L4 to serve all three roofs. There is also an easily accessed standpipe at the top of L3 stairs that can be utilized to serve the L3 terrace. The Fire Plan Reviewer has expressed his support for the approval of this appeal.
