Appeal Information Sheet

Appeal item 1

Code Section

OPSC 715.3

Requires

Requires replacement of building sewers using trenchless methodology and materials to be installed in accordance with appropriate standards. The code does not have provision for trenchless methodology when used for building drains.

Code Modification or Alternate Requested

Repair existing waste piping without digging up pipe and replacing (highlighted in red on attached plans).

Proposed Design

Request to line existing cast iron waste with CIPP pipe liner.

Reason for alternative

Owner would like to line pipe instead of removing the floor and reinstalling pipe due to the structural nature of the floor and time constraint to complete the work before Thanksgiving. The plumber replaced most of the drain lines in the kitchen. There were areas inaccessible due to grade beams and walls that need to be lined.

Appeal Decision

Allow the use of CIPP liner on building drain lines in kitchen area where not accessible due to structural components: Granted as proposed.

The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
