We are requesting that the travel distance at the North Enplaning Bypass be allowed to exceed the maximum travel distances allowed by code as a temporary condition during Roof for approximately 2 months.

Proposed Design

During the steel and roof erection over the north node, the egress stair at the bypass will be in the erection zone and will be temporarily closed.

Occupants in the terminal, and the concourses will continue to have access to exits that meet code travel distance and size requirements. However, the egress distance for occupants in a portion of the bypass itself will exceed the distance allowed by code. Egress stairs that will continue to remain open have sufficient capacity to serve these occupants.

The length of the portion of the bypass that will be outside the 250’ travel distance length is approximately 338’, therefore, the worse case travel distance at the center of this area is 419’.

The entire bypass will have short term closures during the night shift when the erection crane is in operation.

This area is protected via a sprinkler system and detection devices and is monitored by the Port’s 24-hour communication center.

Reason for alternative

The alternate is required while the crane structure is in place so that occupants egressing in an emergency event are not directed to the area where the crane activity will be occurring. Occupants in the bypass will have access to exits to the east and west, which will allow them to egress to a safe location. Total travel distance from one end of the bypass to the other is just under 500', which allows all occupants in the bypass to get to either Concourse D or Concourse E within 250'. Once in one of the concourses, they will have multiple options for egress.

Appeal Decision

Temporary increase in the maximum allowable exit access travel distance for the North Enplaning Bypass from March 15 until June 15, 2025: Granted as proposed.

"The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen the health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
