Requires

ASCE 7-16 section 13.4 requires nonstructural components have a positive connection to the building structure without consideration of frictional resistance produced by the effects of gravity.

Code Modification or Alternate Requested

Proposal to use ballasted guardrail with no positive connection to building structure that has an adequate overturning resistance load when subject to the 200 lbs horizontal live load in ASCE 7-16 section 4.5.1 applied at the top rail elevation. See attached keeguard installation instructions page 1, OSHA Compliant note and calc_keeguard roof loads attachment.

Proposed Design

Proposed ballasted guardrail with no positive connection. The guardrail uses recycled rubber weighted base footings and cantilevered post to meet or exceed the requirements of the OSHA Safety Standard of a single 200 lb. load applied at any location and in any direction along the top of the rail. See location on page C-2 of plans at West parapet unprotected edge.

Reason for alternative

Low impact solution to avoid any new penetrations to roof or parapet but still maintain the safety and code requirements of a normal penetrating guardrail.

Appeal Decision

Allow ballasted guardrail connection instead of positively fastened guardrail: Hold for additional information.
