| Reason for alternative | Approximately 20% of the venue occupants exit east. Under the Lloyd masterplan, the Lloyd Center will be demolished, and these doors will have direct street access. Until that time, those occupants enter an egress court, following it south to the exit discharge. The exterior egress court is wider than the minimum 10' feet (12'-9"), fully unobstructed above the minimum clear height of 7'-0" (17'-10"), and requires no fire rating per OSSC 1029.2. Occupants pass under a cantilevered occupied space which could be construed “reentering the building”. The proposed 2-hour fire rating provides sufficient protection for those egressing. The egress court is otherwise exterior and open to the sky and separated from all adjacent spaces by 3-hour rated CMU assemblies. |
Appeal Decision
Overhead obstruction in egress court: Granted provided supporting construction for the 2-hour fire-rated horizontal assembly is also 2-hour fire-rated and all openings into the covered portion of the egress court have a fire protection rating of 90 minutes—conformance of the details with UL-tested assembly is to be confirmed during the plan review.
"The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen the health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
