| Requires | Section 304.1 of the 2023 Oregon Plumbing Specialty Code: Plumbing fixtures, drains, appurtenances, and appliances, used to receive or discharge liquid wastes or sewage, shall be connected properly to the drainage system of the building or premises, in accordance with the requirements of this code. Each owner of real property is jointly and severally responsible for connecting all plumbing fixtures from which wastewater is or may be discharged to a sewerage facility or onsite system approved by DEQ or an agent. All plumbing fixtures in dwellings, commercial facilities, and other structures from which sewage is or may be discharged must be connected to and discharge into an approved area-wide sewerage system or an approved onsite system that is not failing. |
| Code Modification or Alternate Requested | The log cabin was built in 1907 and is on the National Historic Registry, it would be ideal to cap the water and sewer line, disconnect fixtures in the home and place signs on them saying do not use, for historic representation only. |

"The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen the health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
