OSSC 903.2.1.3. An automatic sprinkler system shall be provided throughout Group A-4 occupancies and throughout all stories from the Group A-4 occupancy to and including the levels of exit discharge serving that occupancy where one of the following conditions exists: The fire area exceeds 12,000 SF, the fire area has an occupant load of 300 or more, the fire area is located on a floor other than a level of exit discharge serving such occupancies.
OSSC 1030.6.2.3 Enclose areas with walls and ceiling in buildings or structures containing smoke-protected assembly seating shall be protected with an approved automatic sprinkler system in accordance with 903.3.1.1. Exception, the floor area used for contests, performances, or entertainment provided that the roof construction is more than 50 feet above the floor level and the use is restricted to low fire hazard uses.

Appeal Item 1 - Fire Sprinkler Elimination To allow sprinklers to be omitted in the seating bowl while still classifying the building as fully sprinklered due to fire modeling.
Reconsideration text: To allow sprinklers to be omitted from most of the Main Concourse due to fire modeling.

See the sprinkler elimination report from FP&C Consultants dated February 24, 2023. Fire modeling was utilized to determine the automatic sprinkler system provided both over the seating area and the event floor would not activate during multiple fire scenarios.

Per our meeting on 3.14.2024 please see the information below regarding the fixed bowl seats
As requested below you will find specification information from the seating manufacturers regarding the 2 seats that are being considered for the VMC.
Irwin
Irwin will be able to document the following after the fabric is selected and certify the components in the seating meet the TB-117.
An example of the verbiage is as follows:
Irwin Seating Company certifies the fixed seating for this project complies and meets the TB117, component-based testing, including upholstery fabric and resilient cellular material (foam padding) used for this project as outlined in California Technical Bulletin No. 117 sponsored by the State of California Department of Consumer Affairs, Bureau of Home Furnishings and Thermal Insulation.

Materials (Flammability) shall satisfy applicable test, codes, standards, or requirements as follows
a.Copolymer polypropylene shall have a burn rate of 1 inch (25.4mm) or less per ASTM 635
b.Upholstery materials shall meet requirements as set forth in the state of California Bureau of Home Furnishings Technical Bulletin 117
c.Fire-performance characteristics of Seat Padding: Provide seating that complies with test method: California Technical Bulletin 117
d.Cushioning and padding shall be self-extinguishing as defined in the requirements as set forth in State of California Bureau of Home Furnishings Technical Bulletin 117

Reason for alternative

Appeal Item 1 - Fire Sprinkler Elimination
Sprinklers are requested to be omitted inside the Seating Bowl. Due to the height, activation of these sprinklers is unlikely in the event of a fire. Fire modeling has been performed to demonstrate this.
Reconsideration text: Sprinklers are requested to be omitted for most of the Main Concourse. Due to the height, activation of these sprinklers is unlikely in the event of a fire. Fire modeling has been performed to demonstrate this. Only the portion of the Main Concourse with displays (as shown in the FP&C Consultants report dated February 18, 2025) will be sprinklered.

Appeal Decision

Omission of sprinklers as listed in the report and smoke control alternative to include most of the Main Concourse: Hold for additional information.
