Requires

Each designated sleeping space must be located a minimum of 10 feet from any other sleeping space or building. The separation distance shall be measured at a right angle to the structure or property line.

The separation distance between sleeping units may be reduced to 6 feet when each sleeping space is equipped with an electrical connection that provides a radiant panel heat source, smoke detector, light, light switch, and electrical outlet (plug.) BDS requires an electrical permit for all electrical work.

Code Modification or Alternate Requested

Reduce the required distance between sleeping units and other prefabricated metal buildings, and between prefabricated metal buildings to 6 feet.

Proposed Design

All prefabricated office, hygiene, and kitchenette metal buildings are equipped with electrical connections that provide mini-split heating and cooling, smoke detectors, light, light switch, and electrical outlets. The kitchenette building also contains a fire extinguisher and has no cooktop or oven. Kitchenette cooking equipment is limited to microwaves.

All sleeping units are equipped with an electrical connection that provides a radiant panel heat source, smoke detector, light, light switch, and electrical outlet (plug.)

The shelter site meets or exceeds all other requirements of the Temporary Outdoor Shelters Program Guide.

Smoking is not allowed inside buildings or sleeping units. There is a designated covered but open smoking area on site.

The service provider will have 24/7 onsite site supervision.

Reason for alternative

Appeal items allow flexibility for the particular geometry of new structures and proximity to public rights of way. By providing the services listed above, we are greatly reducing the risk of a fire at the site.

The consolidation of metal buildings into fewer structures and adjacent to accessible units reduces the travel distance for people with disabilities to access hygiene, laundry, office, and kitchenette services. The location of metal buildings along the property setback at 82nd Avenue creates a sound wall to dampen noise from 82nd Avenue into the site, improving the health and welfare by reducing environmental noise pollution for vulnerable residents.
