Section 609.1, building supply yard piping, which is the pipe from the meter to the building, must be installed with a minimum depth of 12 inches (305 mm) below the average local frost depth and 12 inches (305 mm) below finish grade.

Code Modification or Alternate Requested

Running pipe above ground supported to the bride in conduit and wrapped in heat tape.

Proposed Design

Run a new water line to the bridge with wirsbo piping in conduit and wrapped with heat tape. Once on the west side of the bridge, drill to the existing meter and the connection at the home.

Reason for alternative

Incapable of drilling a new water line due to bedrock or trench due to the waterway.

Appeal Decision

Granted provided piping is insulated in sleeve with heat tape and sleeving continues into ground to burial depth of 24".

The Administrative Appeal Board finds with the conditions noted, that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen the health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
