Requires

The minimum available fire flow for one and two-family dwellings, Group R-3 and R-4 buildings and townhouses, not exceeding 3,600 square feet and provided with an approved automatic sprinkler system, NFPA 13D system or greater, shall be 500 gpm at 20 psi residual for a duration of 30 minutes. Greater than 3600 square feet and provided with an approved automatic sprinkler system, NFPA 13D system or greater, shall be ½ the value of table B105.1(2) at 20 psi residual pressure for a minimum of 1 hour.

For areas designated as “Wildland Urban Interface Zones” the minimum available fire flow shall be 1,750 gpm at 20 psi residual. See Zone map at www.portlandmaps.com, enter site address, select “Public Safety” and then “Hazard”, see wildfire Hazard Area to determine if a property is within the “Wildland Urban Interface Zone”.

Code Modification or Alternate Requested

I want to elimante the code requirement of 1,750gpm in the "Wildland Urban Interface Zones"

Proposed Design
  • The building will be equipped with 13D sprinklers throughout.
  • The fire apparatus access road in front of the property measures 32 feet in width. Please refer to the attached PDF for documentation.
  • The second-story gutter is situated at a height of less than 20 feet above ground level. Documentation is included in the attached PDF.
  • The existing turnaround within the cul-de-sac meets the minimum required width of 96 feet. Supporting documentation can be found in the attached PDF.
  • A fire hydrant is located directly across the street from the property, although the water pressure has been noted as low.
  • This property is a vacant lot on an established street with houses constructed in the 1980s. It's worth noting that none of the other existing houses on the street are equipped with fire sprinklers.
Reason for alternative

I believe the existing conditions and proposed fire protection measures for my project meet the requirements to waive the minimum fire flow GPM for obtaining a building permit.

The existing street provides adequate width and turnaround space for a fire truck. Furthermore, the inclusion of fire sprinklers throughout the dwelling significantly mitigates potential fire risks.

Considering these factors, I respectfully request an exemption from the standard fire flow GPM minimums.
