  2. 3304.5 – Fire Watch: A fire watch must be provided during nonworking hours for new construction exceeding 40 feet in height, as required by the fire code official.
Code Modification or Alternate Requested

Provide continuous site security through collaboration between security camera system and on site presence while maintaining the prompt response time of the Responsible Party in lieu of a full-time on-site fire watch during non-working hours.

Proposed Design

Off hours (non-working hours) security will be provided by a camera surveillance system in conjunction with on-site security response protocol as follows:

Locking & Securing Site:
• The construction site will be secured with lockable temporary fencing at the perimeter.
• Temporary doors and locks will be installed at all building entry points.

Security Cameras:
• Security cameras are placed on site per provided site map.
• The system will monitor the site during non-working hours and be able to detect a breach of the premise as well as fire watch.
• Security cameras will monitor the entire perimeter of the ground floor.
• Cameras will have back-up power.
• When there is intrusion at the site, the system will respond with lights and/or talk down the intruder.
• If there is an incident the Security Camera company will notify the Responsible Party.

Site Security Firm (Elevated Security):
• Will be present nightly, 7 days per week.
• Guard will be stationed in a marked vehicle on site, uniformed, and perform hourly foot patrols
• If there is an incident the site security patrol will notify the Authorities.
• Security firm will be Responsible Party during non-working hours with a response time no greater than 30 minutes.

Responsible Party Handoff:
• General Contractor will be Responsible Party when Site Security Firm is not on site
• Response time will be less than 30 minutes from notification of incident

Reason for alternative

The proposed video surveillance will provide continuous and reliable monitoring of the jobsite concurrently with on-site management while maintaining quick action by the Responsible Party.
