Requires

The minimum available fire flow for one and two-family dwellings, Group R-3 and R-4 buildings and townhouses, not exceeding 3,600 square feet and provided with an approved automatic sprinkler system, NFPA 13D system or greater, shall be 500 gpm at 20 psi residual for a duration of 30 minutes. Greater than 3600 square feet and provided with an approved automatic sprinkler system, NFPA 13D system or greater, shall be ½ the value of table B105.1(2) at 20 psi residual pressure for a minimum of 1 hour.

For areas designated as “Wildland Urban Interface Zones” the minimum available fire flow shall be 1,750 gpm at 20 psi residual. See Zone map at www.portlandmaps.com, enter site address, select “Public Safety” and then “Hazard”, see wildfire Hazard Area to determine if a property is within the “Wildland Urban Interface Zone”.

Code Modification or Alternate Requested

This is an edit to the original Fire Appeal #34824 as more information was required.

My request is to allow erecting a NSFR within the "Wildland Urban Interface Zone" while not meeting the 1750gpm requirement from the closest hydrant.

Proposed Design
  • The building will be equipped with 13D sprinklers throughout.
  • A fire hydrant is located directly across the street from the property, although the water pressure has been noted as low at 300gpm. See attached fire flow document.
  • Implementing Non Combustable building materials such as:
  • James Hardie Fibre Cement lap siding. This siding has a Class A fire rating and a flame spread index of 0.
  • Asphalt roof shingles. These have a Class A Fire rating and are often used in areas prone to wildfires.
  • The Foundation and stem walls will be made of Concrete, which does not burn.
  • I will be using brick veneer cladding to the front Elevation. Brick veneer added to stud walls achieves a 2 hour fire rating.
  • Trex decking to the rear deck, this has a Class B Fire rating.
  • Hardscape Landscaping 10 feet buffer zone around the building envelope.
  • I propose to use non-flammable materials like rock, gravel, and stone pathways to create firebreaks and separate plant groupings. Also the use of fire resistant plants in this buffer zone.
Reason for alternative

The alternative is required as the closest Hydrants have only 300gpm.
I believe the existing conditions and proposed fire protection measures mentioned above for my project meet the requirements to waive the minimum fire flow GPM for obtaining a building permit.

Considering these factors, I respectfully request an exemption from the standard fire flow GPM minimums.
