While the easement width has been reduced from 10 feet to 5 feet, we have carefully evaluated the site constraints and plumbing layout to ensure that maintenance and repair activities can still be conducted effectively without directional boring. The plumbing lines are designed and installed with sufficient horizontal and vertical clearance to allow standard repair methods such as hand excavation and trenching within the 5-foot easement. This width provides adequate working space for excavation equipment and personnel access to perform necessary repairs or replacements.
The pipe depths have been identified that they will not go below the level of the footings. Located on attached plan.

Appeal Decision

The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen the health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
