Reason for alternative

Wanting to add 3rd layer to avoid tear off.
Downtown streets will be closed for long lengths at a time. Logistics will be a nightmare with loading and unloading roofing material up and down 19 stories with a crane. This process will disrupt downtown traffic and work flow.

Want to protect the trees from being snapped by crane company.

Roof can handle additional weight load of third layer.
Manufacture will warranty the materials for 30 years with this solution.
