Per ORSC Section R302.1 and Table R302.1 exterior walls of buildings with occupancy rating U with a fire separation distance of less than 3 feet to be rated for 1 hour fire resistance from both the interior side and exterior side of the building.

IBC 705.5 Fire Resistance Ratings

This code requires exterior walls of buildings with occupancy rating U with a fire separation distance of less than 10 feet to be rated for 1 hour fire resistance from both the interior side and exterior side of the building.

Code Modification or Alternate Requested

ORIGINAL TEXT
To forgo the 1 hour fire resistance rating on the exterior side of the south and west walls of the garage.

Proposed Design

ORIGINAL TEXT
As an alternative we are proposing to double the fire rating on the interior side to 2 hours using 2 layers of 5/8" fire rated drywall and forgo the rating on the exterior side considering there are no adjacent buildings to the south or west sides within 10'.

Reason for alternative

ORIGINAL TEXT
Should a fire originate in the garage the alternative method will double the length of exposure to further protecting adjacent properties. The proposed alternative is a significant improvement over the original walls that were not covered with drywall. Considering there are not adjacent buildings on the south and west sides of the structure there is reduced risk of fire from those sides. Lastly the exterior walls are covered with siding, 15/32" plywood sheathing and insulated with batt insulation.

Appeal Decision

Garage walls fire-rated from the interior only: Granted as proposed.

The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen the health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
