| Code Modification or Alternate Requested | We are requesting that the travel distance at both the Deplaning and Enplaning levels be allowed to exceed the maximum travel distances allowed by code as a temporary condition during the removal of the temporary Bypass bridges at the north and south ends of the Terminal. Closures due to the removal of the bypasses will occur from the fall of 2025 to the fall of 2026. |
| Proposed Design | North Deplaning: Closure of the work areas are currently underway that do not impact currently occupied portions of the Terminal. Closures of exits from those areas currently occupied, and areas that will be opened during the Bypass removal activity will begin in March of 2026. These exits will be re-opened from July 2026 to September 2026. Please see Exhibit EXD.1 for annotated plan, showing worst case travel distances and time frames for opening specific areas back up. | Reason for alternative | The alternate is required while the bypass structures are being deconstructed so that occupants egressing in an emergency event are not directed to the area where the construction activity will be occurring. Occupants in the areas will have access to several exits to the east and west, which will allow them to egress to a safe location. The conditions proposed in this appeal will be temporary and only apply during the deconstruction of the bypasses north and south of the Terminal. This is anticipated to be approximately 1 year, with portions opening up within 10 months. We are requesting the proposed conditions be approved as part of the Occupancy Safety Plan measures that will be implemented during the construction of the Terminal improvements. Occupants in the terminal have numerous available exit routes. Exits to the east and west of the Terminal will be open and have sufficient capacity to serve the occupant load of the full area while the exits to the north are closed. This area is protected via a sprinkler system and detection devices and is monitored by the Port’s 24-hour communication center. |
Appeal Decision
Allow an increase in exit access travel distance during construction: Granted as proposed.
The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen the health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
