OSSC 1017.2 Exit Access Travel Distance Exit access travel distance shall not exceed the values given in Table 1017.2. Table 1017.2 allows maximum travel distance of 250’ for A and S-1 occupancies with sprinkler system.

Code Modification or Alternate Requested

We are requesting that the travel distance at both the Enplaning and Mezzanine levels be allowed to exceed the maximum travel distances allowed by code as a temporary condition during the removal of the temporary Bypass bridges at the north and south ends of the Terminal. Closures due to the removal of the bypasses will occur from the early 2026 to the summer of 2026.

Proposed Design

South Enplaning: (Previously applied under appeal #34997)
During the removal of the south bypass, egress to the south will be closed due to construction activity. Occupants exiting from the south end of the Enplaning level of the Terminal (A-2/A-3) will have a maximum exit travel distance of 281’ to the nearest exit to the east or west side of the Terminal (Stair 17 and Stair CC83).

New information: Occupants from the Mezzanine noted below, will egress through Enplaning to the same exits as noted above.

South Mezzanine:
During the removal of the south bypass, egress to the south will be closed due to construction activity. Occupants exiting from the western portion of the south end of the Mezzanine level of the Terminal (A-3) will have a maximum exit travel distance of 497’ to the nearest exist to the west side of the Terminal (Stair 21 and Stair 17). Based on Tenant Improvement Plan, Occ. Load at Stair 21 is 223 occupants). Occupants in the eastern portion of the southern end of the Mezzanine level (A-3) of the Terminal will have an exit travel distance of 314’ to the nearest exit to the east side of the Terminal (Stair 23 and Stair CC83). Based on Tenant Improvement Plan, Occ. Load at Stair 23 is 222 occupants.

Reason for alternative

The alternate is required while the bypass structures are being deconstructed so that occupants egressing in an emergency event are not directed to the area where the construction activity will be occurring. Occupants in the areas will have access to several exits to the east and west, which will allow them to egress to a safe location.

The conditions proposed in this appeal will be temporary and only apply during the deconstruction of the bypass south of the Terminal. For the South Mezzanine this condition will exist from when the tenant space opens in mid April 2026 until the South apron and associated stairs open in June – 2 to 3 months. We are requesting the proposed conditions be approved as part of the Occupancy Safety Plan measures that will be implemented during the construction of the Terminal improvements.

Occupants in the terminal have numerous available exit routes. Exits to the east and west of the Terminal will be open and have sufficient capacity to serve the occupant load of the full area while the exits to the north are closed.

This area is protected via a sprinkler system and detection devices and is monitored by the Port’s 24-hour communication center.

Appeal Decision

Allow increase in exit access travel distance from the mezzanine for April 2026 through June 2026 during construction: Granted as proposed.
Exit signage to be reviewed with the occupant safety plan.

The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen the health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
