Appeal Information Sheet

Appeal item 1

Code Section

2901.1

Requires

Chapter 29 of the OSSC governs the location, availability, signage and minimum number of plumbing fixtures in building and structures.

Code Modification or Alternate Requested

This appeal requests approval of an event style (non-permanent structure) restroom trailer to meet Minimum Plumbing Facilities requirements in Section 2902.

Proposed Design

A restroom trailer proposed is to be onsite and functional through the duration of the tenant occupying the site, meet all related chapter 29 OSSC requirements, constructed per section 1210 OSSC, and meet accessibility criteria per ICC A117.1. Please refer to Appeal 34827 for a similar approved proposal.

Reason for alternative

Due to the unique structure, temporary nature, and cost prohibitive requirements of providing permanent plumbing fixtures within the proposed structure or new building, the project proposes the use of an event style restroom trailer to meet water closet and lavatory requirements.

Appeal Decision

Allow restroom trailer on site in right-of-way for the duration of the tenant occupying the site in lieu of permanent sanitation facilities: Granted as proposed.

The Administrative Appeal Board finds that the information submitted by the appellant demonstrates that the approved modifications or alternate methods are consistent with the intent of the code; do not lessen the health, safety, accessibility, life, fire safety or structural requirements; and that special conditions unique to this project make strict application of those code sections impractical.
