Requires

Grant 705.3 exception under OSSC 2010 for 1488 NE Alberta Street (Otesha Place). Exception is new since 1997 (original construction date). Exception allows 'Two or more buildings on the same lot shall either be regulated as separate buildings or shall be considered as portions of one building if the aggregate area of such buildings is within the limits specified in Chapter 5 for a single building.'

This project is a weatherproofing, siding and painting project. Original siding and underlayment is in significant disrepair and must be replaced. Forensics have been completed and design reflects forensics recommendations. Building is currently vacant. Roofing portion of this project is under construction under permit #2011-151191-REV-01-CO. Aggregate areas of this building meet the Chapter 5, single building requirements of current code (OSSC 2010).

Proposed Design

Otesha Place was constructed in 1997 under the 1997 UBC. The building was designed as three components linked together by a circulation spine. Building life safety design treated the three components as one. Section 705.3 exception complements the circulation, sprinklering and wall design of the original building. This building was never calculated as three separate buildings for permit.

Under 1997 UBC, for this project, limited amounts of 'Densglas' fire-rated underlayment are required where building walkways provide access to residential units and separate exterior building faces. Under current OSSC 2010, Section 705.3 exception this building is considered as one building and no fire-rated underlayment is required for exterior siding remodel.

Reason for alternative

This project replaces siding and weatherproofing. New siding includes rainscreen type siding installation and breathable weather resistive barrier. Original building siding was direct applied to non-breathable membrane. All materials meet current codes.

The alternative maintains new rainscreen detailing consistency. The rainscreen type siding details extend the life of the building and exceed current code requirements. This building is 100% sprinklered and siding design meets requirements for construction type V-B of OSSC 2010.

Appeal Decision

Non-fire-resistance-rated exterior walls: Granted as proposed.

Note that for this and future permits, the building shall be regulated as Type V-B Construction, with fire sprinkler protection used to increase the allowable number of stories to three.
