On or before January 1, 2019, all publicly-owned unreinforced masonry buildings (URMs) that have not been retrofitted to the standards outlined in Portland City Code Section 24.85.065.F. must be posted with a placard, as outlined in Ordinance 189201 (LINK TO ORDINANCE). If you are an owner of a publicly-owned URM, you should have received notification from the Bureau of Development Services of the requirements by mail. Copies of documents included in that mailing are available online for your reference.

URM building owners must document compliance with Ordinance 189201 by completing this form on or before January 1, 2019. This form requires the Declaration of Agreement Not to Remove Placard and Acknowledgement of Compliance with Tenant Notification Requirements document (notarized and recorded) as well as a photograph of the placard posted properly on the exterior main entry of the building. Please submit this form only after all requirements outlined in Ordinance 189201 have been met.
